JMDICT Emergency Housing Housing Eligibility Policy
1. Purpose
This policy establishes the criteria governing eligibility for Emergency Housing assistance under JMDICT Housing Solutions. Its purpose is to ensure a fair, consistent, and humanitarian allocation of emergency accommodation to individuals or households facing urgent risks to life, health, safety, or human dignity.
2. Scope
This policy applies to all applicants requesting Emergency Housing support and guides internal assessments, verification procedures, and priority assignment. It shall be implemented across all JMDICT Housing Solutions’ emergency interventions.
3. Policy Statement
Emergency Housing shall be provided to individuals or households who are displaced, endangered, or rendered homeless due to circumstances beyond their reasonable control. Priority shall be given to the most vulnerable—those in immediate danger, women and mothers with children, elderly persons, persons with disabilities, and persons with critical humanitarian needs.
4. Eligibility Criteria
An applicant may qualify for Emergency Housing if they meet any of the following conditions:
4.1 Victims of Natural Disasters
Floods
Hurricanes
Earthquakes
Landslides
Any catastrophic event rendering the residence uninhabitable or unsafe
4.2 Victims of Fire
Total loss of the home due to fire
Partial loss rendering the structure unsafe or uninhabitable
4.3 Domestic Violence and Abuse
Persons fleeing physical, psychological, or sexual abuse
Individuals under immediate threat
Applicants with an active or pending protection order
4.4 Homeless Individuals and Families
Individuals living on the street
Families residing in vehicles, abandoned buildings, or unsafe places
Persons with no fixed address or shelter
4.5 Eviction and Displacement (Non-Fault)
Court-ordered eviction due to landlord sale, foreclosure, or structural failure
Sudden displacement due to landlord negligence or breach of statutory duty
Eviction due to property condemnation
4.6 Critical Medical Conditions
Persons whose current housing endangers their health
Individuals discharged from hospital with no safe accommodation
Applicants requiring stable housing for ongoing treatment
4.7 Elderly Persons at Risk
Seniors living alone without support
Elderly persons facing homelessness or unsafe conditions
4.8 Persons with Disabilities
Physical or mental disabilities preventing safe independent living
Individuals whose homes have become inaccessible or unsuitable
4.9 Children and Vulnerable Youth
Orphans and abandoned children
Runaway or at-risk youth
Children residing in abusive or unsafe environments
4.10 Victims of Human Trafficking
Individuals rescued from or fleeing trafficking
Persons under protective custody requiring secure housing
4.11 Immediate Threat Situations
Individuals facing active threats to life, safety, or security
Persons targeted by violence, crime, or intimidation
4.12 Structural Failures and Unsafe Housing
Collapsing or structurally compromised buildings
Sinkholes
Electrical hazards, gas leaks, unstable roofs, or other life-threatening defects
4.13 Pregnant Women in Unsafe Circumstances
High-risk pregnancies needing stable housing
Pregnant women abandoned, displaced, or living in unsafe conditions
4.14 Refugees or Stateless Persons
Legally recognized persons requiring temporary humanitarian shelter
Subject to case-by-case assessment
4.15 Extreme Poverty and Severe Hardship
Persons unable to secure shelter due to financial distress
Families facing immediate destitution or unsafe living conditions
5. Verification and Documentation
Applicants may be required to provide one or more of the following
National identification
Police, fire, or disaster service report
Medical report or hospital documentation
Court orders, eviction notices, or legal documents
Statements from social services, law enforcement, or certified community leaders
JMDICT Housing Solutions reserves the right to conduct interviews, site visits, and independent verification of all claims.
6. Priority Order
While all eligible applicants will be considered, priority shall be given in the following order:
1. Persons facing immediate life-threatening danger
2. Women, mothers, pregnant women, and families with minors
3. Children, elderly persons, and individuals with disabilities
4. Victims of natural disasters and fires
5. Homeless families and individuals
